Vacation in/near Shenandoah National Park --- what to do?

My family and I are thinking of going to Shenandoah for a week this summer. We'd certainly hike in the park, but the kids are 7 and 4, so no "serious" hiking. A quick search for canoe/raft trips told me that the 4-year-old is too young. Any suggestions of what to do that is "outdoorsy", but more than just hiking? Are there any swimming lakes in the area? I've been to Luray Caverns and Monticello (years ago) -- both were great. Are there any other suggestions?

Is it better to stay in a campground outside the park (with a pool, etc.), or in Big Meadows (with ranger programs)? We're leaning toward Big Meadows...

they have a lot of wineries and apple orchards around that area. i had no interest in the wine itself, but the places were beautiful and it could be informative for the kids.
