Yes, it is the same as any other cruise line.
First of all, you will be required to register a credit card when you first board. This credit card will be linked to your cruise card. At the end of the week, you have 2 options to pay: automatically charge everything to that credit card, or settle with guest services. When you go to settle, you could give them whatever cash you have and charge the rest, or use the cash to cover it if you have enough.

Yes! Almost any cruise line will be able to do this. And I know RCCL is one of them. Some cruise lines can even convert your US dollars to what ever foreign currency is needed.
