I used a Chicago coat check and my Iphone was stolen, who I can file a formal complaint with? The GM is rude.?

I checked my items in a coat Check at a Chicago restaurant. When my belongings were returned my Iphone was no longer in my purse. I went back but they would not go look in the coat check for me. They said they would look for it while cleaning up that night and I would have to call back the following day. It apparently did not cross his mind that I didn't have a phone. I stopped by the next day and it had not been found. I contacted the general manager that week. We emailed back and forth a few times, he asked for my coat check ticket, which I still have. I emailed him a copy and I have not heard from him in a while now. I told him I am going to file a formal complaint. Does anybody know the laws in Illinois and if the establishment is responsible? I took pictures of the outside of the coat check to prove there is no sign saying they are not responsible. The GM claims it is on the inside of the coat check, which is a ridiculous place for a sign if it is there. Also, can I file a complaint with the attorney general? You messed up from the start. The easiest way is to make a big scene right then and there. Start screaming start freaking out, anything to get attention. Refuse to leave until the item has been returned. Make them call the cops to come and remove you!

You can't prove the iPhone was EVER in your purse. Even if you have made a scene at the time, you would have NO CASE. Checking your purse is a DUMB idea to begin with. You SHOULD have had someone CALL the iPhone while standing at the counter. If the iPhone was anywhere to be found, you would have found it.
